What this covers, and what it does not
England has no national planning applications register. The dataset that sounds like one — planning-application on planning.data.gov.uk — covers four local planning authorities out of 337. It is an Open Digital Planning pilot, and treating it as national would be badly wrong.
What does exist is the Greater London Authority's Planning London Datahub, a real aggregate of every application across all 35 London authorities. That is the bulk of what is here. Councils outside London each publish on their own portal, and harvesting those is a separate build — not yet done.
1,150,444 of 1,735,211 applications carry a postcode and appear on their postcode district page. The rest are counted in the authority totals below, where they can still be counted honestly.

Who publishes this, and on what terms
Recorded per authority rather than asserted across the layer. 117,560 records are explicitly Open Government Licence; 1,517,024 come from publishers who state no licence at all.
